Proposed rule to implement BSAI Amendment 88 and revise the Aleutian Islands Habitat Conservation Area boundary. Revisions to the AIHCA also are described in the proposed KTC Amendment 23, Scallop Amendment 12, and Salmon Amendment 9. No regulatory amendments are needed for implementing these FMP amendments due to a prohibition on using nonpelagic trawl gear in the crab, scallop, and salmon fisheries. In a notice of availability of Amendment 3 to the FMP for the High Seas Salmon Fishery off the Coast of Alaska, published June 8, 1990 (55 FR 23454), an incorrect closing date for receiving comments was inadvertently given. Therefore, NOAA is issuing this document to correct the closing date for receiving comments to read August 2, 1990.

Emergency interim rule and notice of availability of plan amendment for Amendment No. 2 to the FMP for the High Seas Salmon Fishery Off the Coast of Alaska East of 175 Degrees East Longitude. These regulations reduce the Southeast Alaska catch of Chinook salmon, facilitate data collection, distribute the burden of conservation more equitably between hand trollers and power trollers, and coordinate Federal regulations with State of Alaska salmon regulations. Effective June 23, 1981 through August 10, 1981. Comment period through August 10, 1981.

Amendment 1

Approval of Salmon amendment 1 and partial disapproval of amendments.  The approved amendments will: (1) Allow entry into the troll fishery in the FCZ by hand trollers and those holders of valid State of Alaska entry permits for the power troll fishery (as of May 15,1979), or a valid Federal permit; (2) Provide for transfer of State permits under State law with review and oversight by the DOC; (3) Strengthen the inseason management philosophy expounded in the FMP by providing for an area-wide closure for ten days beginning approximately July l0th unless inseason assessment indicates that the coho salmon run is considerably stronger than usual or has moved inshore prior to that date; (4) Require that all troll caught chinook or coho salmon be landed with heads on; (5) Prohibit the possession of salmon in any area where the taking of that species is prohibited; (6) Restrict trollers to no more than four lines in the area south of the latitude of Cape Spencer, and no more than six lines north of that line; (7) Permit no more than six operational gurdies aboard any licensed salmon trolling vessel; and (8) Redefine regulatory areas 154,157, and 189. Comment period through July 14, 1980.
